Contract Engineering Administrator.

Duties/Responsibilities:

  • Responsible for reviewing all items going out for purchase that are pressure boundary related.

  • Reviews the quality requirements for each item and ensures that they are set up in Passport correctly.

  • Ensures that items have all designated requirements identified. Must be familiar with ASME/N285 codes (nuclear requirements).

  • Will need to manage vendor issues that arise when they don’t meet the quality criteria.

  • Developing product procurement strategies taking into account the marketplace and the needs of the customer.

  • Accountability of assignments that are technically complex, for which the engineering design and/or manufacturing processes are developmental or specialized in nature or there is no past precedent for technical, quality assurance or contractual administration.

  • Investigate and assess industry capability to ensure compatibility between Bruce Power requirements and industry manufacturability, capacity and quality standards.

  • Reviewing requisitions and draft specifications for completeness, establish that acceptable quality requirements and acceptance criteria are specified and that all regulatory requirements are met.

  • Reviewing and approving bidder's lists.

  • Preparing and reviewing Procurement Documents.

  • Evaluating company manufacturing facilities, staffing and quality assurance programs to establish capabilities for specific product lines.

  • Evaluating incoming quotes and proposals in conjunction with the requisitioner, assessing conformance with the specifications and regulatory requirements.

  • Evaluating inspection needs and issue surveillance assignments as required.

    Administering contracts assigned for inspection to ensure contractual obligations are met.

  • Assist, as required, in contract negotiations, clarify internal requirements to potential suppliers and communicate information between suppliers and client stakeholders.

  • Providing assistance to the Purchasing Department in assessing vendor capability, reviewing Technical Specifications and establish quality program requirements.

  • Providing leadership, instruction, advice, guidance, assistance and clarification to an audit team.

  • Preparing and presenting audit and investigation reports to Executive members.

  • Providing technical guidance to others within the department.

Qualifications:

  • Must Have’s • Extensive knowledge of nuclear materials and procurement standards.
  • Knowledge of CSA N286 – 05 Management system requirements for nuclear power plants, CSA N285 – 08.
  • Extensive experience in the procurement of nuclear power plant materials, tools and equipment.
  • Extensive experience in the contracting-out of work.
  • General requirements for pressure-retaining systems and components in CANDU nuclear power plants/Material Standards for reactor components for CANDU nuclear power plants and dealing with regulatory bodies.
  • Technical knowledge of a broad base of electrical and mechanical products used by the company.
  • Knowledge of company purchasing policies and procedures, business administration and contract law.
  • 8 years’ experience in related role.
  • Knowledge of manufacturing and production processes, product standards and application of various quality programs for a broad base of custom and non-custom engineered products.
  • Extensive knowledge of nuclear materials and procurement standards
    Knowledge of CSA N286-05 Management system requirements for nuclear power plants, CSA N285-08.
  • General requirements for pressure-retaining systems and components in CANDU nuclear power plants/Material Standards for reactor components for CANDU nuclear power plants and dealing with regulatory bodies.
  • Extensive experience in the procurement of nuclear power plant materials, tools and equipment.
  • Extensive experience in the contracting-out of work.
  • Technical knowledge of a broad base of electrical and mechanical products used by the company.
  • Knowledge of company purchasing policies and procedures, business administration and contract law.
  • Broad knowledge of Bruce Power business environment.
  • Four year university education in an appropriate engineering field or the equivalent education .
  • Strong communication skills, with the ability to persuade and influence others.
  • Ability to develop/analyze alternative purchasing strategies and execute same

  • Security Clearance Status Strong Preference for candidates who hold a security clearance.
